Shanghai Xidu Community Health Service Centre Receives WONCA Practice Accreditation
The Shanghai Xidu Community Health Service Centre has been awarded WONCA Practice Accreditation, becoming the first community health service centre in Shanghai to complete this process. The accreditation follows a virtual assessment on 13 October 2025 and an on-site visit on 17 November 2025, led by Professor Samuel Wong, with support from Professor Jose Valderas Martinez.
Local leadership, senior officials from the Fengxian District Health Bureau, and national experts in family medicine attended the on-site visit, reflecting the district’s strong commitment to strengthening primary healthcare. The centre’s leadership team outlined their vision to become a national and international model for community-based primary care.
High standards in community-based care
The assessment confirmed that Xidu Community Health Service Centre meets all WONCA Global Standards for Practice Accreditation. The centre serves a population of 112,000 people across 13 managed neighbourhoods and 8 villages, delivering integrated services spanning prevention, treatment, rehabilitation, teaching, and research.
The centre employs 128 health professionals, including 49 general practitioners, 47 community nurses, and 11 public health physicians. Many clinicians have completed standardized general practice training, and others have undertaken advanced skills programmes supported by Shanghai authorities.
Assessors highlighted the strong commitment to patient privacy, with one-doctor, one-patient consultation rooms and high-quality examining spaces. Feedback systems, patient satisfaction surveys, and community health education programmes further demonstrate the centre’s people-centred approach.
Integration of services and a strong patient journey
Facilities at Xidu CHSC are modern, spacious, and accessible. With consulting rooms, laboratory and imaging services, emergency equipment, and an in-house pharmacy run by qualified pharmacists, the centre offers comprehensive care within a welcoming environment.
During the on-site assessment, the review team followed the patient journey from reception through diagnostics and consultation. They observed a well-coordinated system with smooth service flow and effective integration of general practice, Traditional Chinese Medicine, women’s health services, and preventive programmes.
Patients with health contracts can contact their GPs directly through WeChat, supporting continuity of care and rapid access to guidance.
Local leaders recognise the significance of accreditation
During the visit, Vice Mayor Wang Chun of Fengxian District emphasised the synergy between the district’s values and WONCA’s mission. He described the accreditation as a new milestone that will strengthen clinical excellence, expand international outlooks, and enhance talent development within the region.
Representatives from Shanghai’s Health Commission praised the centre’s goal to become an “international first-class community health service centre” and highlighted its strong digital capabilities and responsiveness to residents’ diverse health needs.
A milestone for Shanghai and a contribution to global family medicine
Following the review, WONCA granted a five-year accreditation to Xidu CHSC, conditional on continued adherence to WONCA Global Standards and timely updates regarding major operational changes.
The assessment team commended the centre’s well-developed systems, its patient-centred approach, and the dedication shown by its leadership and staff. They noted the strong safety culture, the well-functioning clinical governance processes, and the centre’s commitment to continuous improvement.
Professor Donald Li, Past President of WONCA, joined the on-site visit alongside senior experts from Fudan University and officials from the Fengxian District government. Their participation highlights how the accreditation process strengthens collaboration between international expertise and local innovation in primary healthcare.
